Enterprise budgeting software has to serve hundreds of contributors, dozens of dimensions and one approved outcome. The market splits into EPM suites, spreadsheet consolidators and BI-native writeback tools, and the right choice depends mostly on how many people budget and where your reporting lives.
This guide explains the three categories, shows why contributor count drives cost, and gives a decision guide. We make accoTOOL, one of the options, and say where it is not the right fit.
Business budgeting software: the three categories
EPM suites
Deep functionality for consolidation, allocation and statutory reporting. The trade-off is implementation length, a separate data model to maintain, and licence cost that limits how many contributors you can afford. Examples: Oracle EPM, OneStream, Anaplan, Jedox.
Spreadsheet consolidators
Low friction for contributors, because people keep working in Excel or Google Sheets. The underlying structure remains file-based, so version control and dimensional analysis after the fact are limited. Example: Cube.
BI-native writeback
Contributors budget inside the Power BI report; values land in your SQL database immediately. Adoption is high because the interface is one they already use, and the data is instantly available to every downstream report. Examples: accoTOOL, Acterys, Inforiver, Power ON.
Contributor count is the hidden cost driver
Enterprise budgeting is not done by finance alone. Every cost-centre owner, department head and project manager who enters or approves a figure needs access, and in most tools that means a licence. A finance team of 20 can easily mean 200 budget contributors.
The table shows licence cost per year at three contributor counts. The EPM price is an assumption for illustration, because most vendors price by quote; use your own offer. accoTOOL uses its published price list for one product.
| Budget contributors | EPM suite (assumed $100/user/month) | accoTOOL (published price) |
|---|---|---|
| 50 | $60,000 per year | $6,600 per year ($11/user/month) |
| 200 | $240,000 per year | $19,200 per year ($8/user/month) |
| 500 | $600,000 per year | $48,000 per year ($8/user/month) |
Licence only, 12 months, excluding implementation. accoTOOL tiers: $15 per user per month for 1–30 users, $11 for 31–99, $8 for 100+, or from $6.7 with a 12-month commitment. Report viewers are free. For a full cost comparison, see EPM software vs. planning in Power BI.
The gap grows with every contributor. That is why tools priced for a handful of finance users often end up with budget owners emailing spreadsheets to finance, which is the problem the software was bought to solve.
Budgeting and forecasting software: what to compare
- Contributor experience: can a department head enter a budget without training?
- Dimensions: can one input screen serve every combination of entity, cost centre, account and month?
- Workflow: submission, review and approval steps, with an audit trail.
- Forecasting: can the same tool run monthly reforecasts against actuals, not only the annual budget?
- Reporting: are budgets immediately available in your existing reports?
- Total cost: licences for every contributor, implementation and the effort of maintaining a separate model.
Decision guide
- Heavy statutory consolidation and complex allocations: choose an EPM suite.
- Reporting already standardised on Power BI and the bottleneck is data entry: choose BI-native writeback.
- Small finance team, few dimensions and few contributors: a spreadsheet consolidator may be enough.
Where accoTOOL fits
accoPLANNING gives budget contributors a spreadsheet-like grid inside the Power BI report they already use, with every entry written to your own Azure SQL, Fabric or on-premise SQL Server database. accoCOMMENT adds the explanations and approvals, and accoMASTERDATA lets owners maintain cost centres and hierarchies.
accoTOOL is not built for statutory consolidation or a multi-entity close. If that is your main requirement, an EPM suite is the better choice, and some companies run both: consolidation in the suite, departmental budgeting in Power BI.
